A key to understanding Transition Towns is recognizing that the organization is founded and operated out of the United Kingdom. Transition ideology is a creation of the British Fabian Socialist Society. While Transition Initiatives work to prepare local communities to conform to "Energy Descent Action
Plans" they also work to conform policies in line with world governance principles including the abolition of private property. The Earth Charter Initiative Mission Statement from the United Nations encourages cities to "transition". As of September, 2008, about 127 U.S. towns and cities had groups working on Transition Initiatives. "Transition Santa Cruz" for instance was the 99th recognized Transition Initiative worldwide. There was a "Training 4 Transition" workshop held December 3-5th 2010 in Kelseyville, CA. This meeting was conducted by the Transition USA movement, certainly not grassroots and hardly U.S. citizen directed. "Transition Towns," like "ICLEI" towns work under the umbrella of the Global to Local one world government Agenda 21 plan. A predetermined Consensus style forum is likely to be used to "turn" or "transition the locals" in each town the Transition movement enters. An important goal of Agenda 21 is to control human action so it is vitally important to understand the nature of the consensus process and how to stop it.
