Karen Johnson has been an Arizona State legislator for 12 years. In this interview she describes the Arizona-Sonora (Mexico) compact. This transnational arrangement involving a state is prohibited by the U.S. Constitution. Regional governance is the rather apparent force behind this trade, policing and social exchange compact. Senator Johnson describes the effort to bring this shenanigan to the people's and the court's attention.
