Karen Johnson has been an Arizona State legislator for 12 years. In this interview she describes the Arizona-Sonora (Mexico) compact. This transnational arrangement involving a state is prohibited by the U.S. Constitution. Regional governance is the rather apparent force behind this trade, policing and social exchange compact.
