Proponents claim National Heritage Areas are nothing more than innocuous designations bestowed upon specific areas for the sole purpose of bringing national recognition and tourism dollars to local communities. This is a ruse. In reality, National Heritage Areas are insidious attempts by green groups and preservationists to secure federal money and power in their never-ending quest to restrict property rights and dictate land use. Because they are federally funded and administered by the National Park Service, National Heritage Areas are really nothing more than a national zoning scheme. Some National Heritage Areas have even served as prime targets for Park Service land grabs. Now, some in Congress want to create a National Heritage Areas program that could potentially entrap every square inch of the U.S. in this land use nightmare.
