Non Governmental Organizations (NGOs), accredited by the U.N., deeply influence and combine with government at all levels of government to implement Agenda 21. Federalized local regional planning agencies such as MPOs (Metro Planning Organizations) and COGs (Councils of Governments) are committed to implementing globalism through regional controls.

Agenda 21 is often funded at the local level by federal agencies including the EPA, HUD, Department of Energy, Department of Education, Department of Transportation, Fish and Wildlife, Department of Agriculture, etc. Free money is not free. There are always strings attached.
